We need to be consistent as a board with substitutions. Only players who have reported to midfield and/or the scorer's table prior to a substitution opportunity shall enter the game. If a coach sends in a player from the bench late during the substitution opportunity, then the sub must wait until the next opportunity. This rule is called a 'conduct rule', it is a rule that is not subject to interpretation and cannot be changed or altered. Know the rules so no one can tell you otherwise. IMPORTANT- Once you blow the whistle and beckon a substitute on the field, the sub is now a player, and the player must come in the game. The coach is not allowed to change his/her mind and withdraw the sub. This rule is on page 20 of the rules book, explicitly explained in 3.4.1 SITUATION A. This is also a 'conduct rule'. It is not subject to interpretation and cannot be altered.
