2009 SOCCER TOURNAMENT RULES / PROCEDURES
OVERTIME PERIODS

The CIAC Soccer Committee voted at their December 2008 meeting to eliminate sudden victory from the 2009 tournament. They voted to have a ten minute overtime played to completion. If a team is ahead at the end of the first ten minute overtime the game will end. If the teams remained tied at the end of the first overtime period they will change ends and play a second overtime period. If tied after the second overtime period penalty kicks will be used to determine the winner up through the semi-finals. In the finals, if after two ten minute overtime periods the teams remain tied, co-champions will be declared.

The following overtime procedures will be used in the 2009 CIAC Soccer Tournament:

11.1. a. In all tournament games prior to the “finals” the following shall be the procedure to resolve a tie score. After a five minute time out:

1. A ten minute overtime period shall be played.

2. If after the first ten minute overtime period one team is ahead the game will end. If teams are tied after the first overtime period the teams will change direction without a time out. A second ten minute overtime period shall be played. There will be no sudden victory in overtime and the full ten minute period must be played.

3. If tied after two ten minute overtime periods, penalty kicks will be used to determine the winner up through the semi-finals.

4. First Round Penalty Kicks – five players from each team kick once alternately or until the lead is insurmountable.

5. Second Penalty Kicks – five different players from each team kick once alternately or until the lead is insurmountable. There is no “sudden victory”.

6. If a tie remains, repeat step 3 and if necessary, step four.

b. After each set of ten kickers from each team, players may be repeated. If a tie exists in the final after the two overtime periods, co-champions will be declared. Penalty cards shall carry over into overtime periods.

c. There will be no sudden victory during any penalty kick rounds.

d. Yellow card penalties will carry over into all overtime periods. Players receiving yellow cards that carry over into the first penalty kick tie breaking round will be eliminated from participating in the first round of penalty kicks. Players receiving yellow cards during any penalty kick round will be eliminated from any additional penalty kick rounds during the match.

e. If a tie exists in the “finals” after the two overtime periods, co-champions shall be determined.
